CONCERNING
TECHNICAL DIRECTIVES FOR SITE INSPECTION AND MANAGEMENT OF GUARANTEE OF
CUSTOMS SETTLEMENT SERVICE PROVIDER

DIRECTORATE GENERAL OF CUSTOMS AND EXCISE

Following the issuance of Regulation of the Director General of Customs and Excise No. P-22/BC/2007 on Technical Directives for Issuing Code Number and Supervising Customs Settlement Service Provider (PPJK), we hereby provide technical directives for site inspection, management of guarantee or PPJK and other related matters as follows:

I. SITE INSPECTION

1. Site inspection is executed by Customs and Excise Regional Offices/Main Service Office (KPU) appointed to undertake site inspection in accordance with domicile of PPJK.

2. The appointment is executed by the registration team of PPJK in the Head Office of the Directorate General of Customs and Excise electronically, through:

3. In the interest of site inspection, Customs and Excise Regional Office/Main Service Office (KPU) set up sub-team of PPJK registration, which can be united/combined with the importer registration sub-team.

4. The PPJK registration sub-team must be active to check in the PPJK registration team or mail box whether or not there is an appointment to undertake site inspection comes from the PPJK Registration Team.

5. After receiving the appointment to undertake site inspection, the PPJK Registration Sub-Team shall prepare letter of assignment to be signed by Heads of Customs and Excise Regional Office/Main Service Office (KPU) or the appointed official without waiting for letter of assignment in writing for the PPJK Registration Team.

8. Site inspection and sending of result of site inspection by the PPJK Registration Sub-Team of Customs and Excise Regional Offices/Main Service Office (KPU) are realized in not later than 14 (fourteen) working days as from the date of appointment as intended in point 1.

9. Following the issuance of code number of PPJK, the PPJK Registration Sub-Tam of the Customs and Excise Regional Offices conveys hardcopy of document of site inspection to Heads of Customs and Excise Supervision and Service Offices overseeing the domicile of PPJK for the purpose of supervision.

II. MANAGEMENT OF GUARANTEE

1. PPJK which had already secured Code Number of PPJK is obligated to put guarantee as much as the stipulated amount in KPPBC/KPU overseeing the domicile of the said PPJK.

3. In the case PPJK providing customs settlement service in other KPPBC or KPU where in the placed guarantee is not sufficient as stipulated for other KPPBC or KPU, besides giving up the evidence of receipt of the previous guarantee, PPJK are obliged to add the amount of guarantee and give it to:

III. MISCELLANEOUS

1. PPJK which had already secured code number of PPJK on the basis of Decree of the Minister of Finance No.701/KMK.05/1995 still can use the code number until the expiration of the transitional period, October 17, 2007.

2. PPJK which had already secured code number of PPJK on the basis of Decree of the Minister of Finance No.701/KMK.05/1995 wherein the guarantee expires before October 17, 2007 still can use the code number until the expiration of the transitional period, October 17, 2007 by extending the guarantee.
